The deal with the Academy:
*~- A student goes through six years in the Academy. The main classes are the History of Soul Society, Kidou, Zanjutsu[Sword training], Hand-to-hand combat. There are certainly other classes, but these are the four main classes that potential shinigami go for.
*~- If the potential for becoming a healer, fourth divisioner, is evident, then during the student's second year, they will be removed from the Academy and trained under different circumstances by learning the human anatomy and learning how to use their reiatsu for healing rather than harming.
*~- Those wanting to join the Special Corps. in the 2nd Division will need to undergo an additional four years of training after undergoing the Academy training.
*~- At the end of each year, the top students go on field missions against fake hollows to test what they learned. The final year of the Academy is when they fight actual hollows that are weakened by a certain reiatsu poisoning technique taught to the Special Corp.
*~- During their fifth year in the Academy, students are allowed on a single day to take a "field trip" of sorts to the Gotei 13 headquarters to see which division they may want to join. Though it is entirely up to the captain of that division as to whether or not they join. Yamamoto will not accept a delinquint into his ranks but will definitely accept a promising studeny who did well.

If they somehow were able to achieve shikai while training in the Academy, they may be able to earn a spot within the seated ranks of the division they were accepted into. Unless they have shikai, they will remain unseated.
